P4msd motherboard doesn't reboot. bios clearing needed earlier every single reboot?

my brand unknown p4msd-800 motherboard is acting up. even when i disconnect the hdd, floppy and cd-rom drives it won't come up after a reboot. not even the beep! i can hit del to step into the bios utility, look around and reboot just fine from at hand, but as soon as i hit save settings (even minus making any changes) it won't restart. i need to clear the bios near the jumper to draw from it to boot again. i've taken the battery out, cleared the settings and still get the same problem.

I'd vote the mobo is bad. Return it, or exchange.
