My laptop doesnt certify my usb mouse?

Something may be going on next to your USB ports. Try another class of device, if you have one handy, resembling a FLASH drive or some such.

Check the Device Manager (devmgmt.msc) to see if any yellow bangs (devices near errors) are present. If your USB ports have suffered an overcurrent problem, the ports may own been shut down or destabilized. These errors will usually show up here.

If your mouse shows up in the Device Manager, but still does not work, next you have a driver issue. Uninstall the mouse within the Device Manager, uninstall your mouse software, if any, unplug and replug. You can then see if the mouse works next to basic Windows drivers. If it works, afterwards you can reinstall any manufacturer-provided software.
